Chloropidae: Oscinisoma cognatum?

From a marshy field just south of Leicester. I can take more images if required.
For a very brief instant, I detected some movement inside the pupa and saw the hoverfly pushing its head out first.
@ noon: pupa is still very dark but no changes yet.
It remained grey without any apparent changes for at least 5 more days. But on the morning of the 16th July, the grey had turned black and I was worried that the fly would emerge during the night but when I checked it the next morning (17th July), I saw that the pupa was still intact. I decided to keep a watch over it all day. @ 8.14 am: the pupa has now turned very dark and looks like it is just about to break up.
Are these two Culiseta fumipennis? Both from a damp meadow just south of Leicester.

I have keyed this fly out to Clusiidae, using Oosterbroek. From there I attempted to get further with Stubbs (1982), but I'm not really convinced by either determination and I wondered if anyone could point me in the right direction please?
Found on 2020-11-22 in a field on young crop in North Shropshire, not far from manure heap.
- Body length ~ 8mm.
- Cannot see any spots on wings. R4+5 not forked. Haltere orange. Vein Sc complete; separate from R1 and does not meet costa near R1.
Hi, Found this little fly sitting on a newly-delivered parcel. Working through the tephritids in the Diptera.info gallery, it looks like tephritis divisa, but I'd really welcome confirmation before I irecord it. Not a lovely picture, but I think the wing patterns are pretty clear.
