Tephrid associated with Ragwort

I have seen this fly before but cannot locate my identification, can someone remind me please.

It was at Holtspur Bottom Nature Reserve today, i recall the larvae is on  Ragwort.  But  incase i am wrong the general habitat is chalk grassland.
