help with identification

this is my first ever post and I am struggling to id flies. Today I caught this specimen. It has some very distinctive features but I'm still stuck even on what family it might be.  It is about 6mm long. It has smoky blue wings. The most distinctive thing about it are the hind tarsi which are very swollen. I have found there's a family Platypezidae with swollen flattened hind tarsi. They aren't flattened on this specimen and I can't get the venation to correlate with Platypezidae so I'm stuck. Another distinctive feature not showing very well on the pics (but showing) is a series of spines protruding from the scutellum.  Help even if only to a family would be much appreciated.
